ISO 27001 Certified: GoVote’s Framework for Secure, Anonymous Ballots

In today’s digital world, trust is built on more than promises—it’s built on proof. At GoVote, we understand that when organisations entrust us with the responsibility of conducting ballots, they are placing their confidence not only in our technology but in our ability to protect sensitive information. That’s why cyber security, data protection, and anonymity are at the heart of everything we do.

This blog post explains how our practices—anchored by ISO 27001 certification, regular penetration testing, and transparent privacy and security policies—translate into real benefits for our clients and voters.

Why Cyber Security Matters in Voting

Voting systems handle some of the most sensitive data imaginable: candidate details, voter rolls, and ballot responses. Any breach of confidentiality or integrity could undermine confidence in the process. At GoVote, we treat security as fundamental to achieving fair and transparent results.

Our approach is multi‑layered:

Network security with 256‑bit SSL encryption to protect data in transit.

Firewalls and monitoring to detect and prevent unauthorised access.

Access controls that ensure only authorised personnel can interact with sensitive systems.

Redundant servers and encrypted backups to guarantee reliability and resilience.

ISO 27001 Certification: What It Means for You

ISO 27001 is the international gold standard for information security management. Achieving certification means our systems, policies, and practices have been independently audited against rigorous criteria.

For clients, this translates into:

Confidence: Assurance that your data is managed under globally recognised best practices.

Compliance: Alignment with regulatory requirements and industry expectations.

Transparency: Documented processes and audit trails that demonstrate accountability.

For our business, ISO 27001 is not a badge—it’s a framework. It guides how we design workflows, train staff, and continually improve. Every decision is measured against the principle of protecting confidentiality, integrity, and availability of information.

Penetration Testing: Proving Our Defences

Even the strongest systems must be tested. That’s why GoVote engages independent experts to conduct penetration testing. These simulated cyber‑attacks probe our infrastructure for vulnerabilities, ensuring that weaknesses are identified and addressed before they can be exploited.

For clients, penetration testing means:

Peace of mind: Knowing our defences are validated by external specialists.

Continuous improvement: Each test informs enhancements to our systems.

Resilience: Confidence that ballots will remain secure even in the face of evolving threats.

Privacy: Protecting Personal Information

Our Privacy Policy outlines our commitment to safeguarding personal information. Whether it’s client details, candidate statements, or voter contact information, we treat all data as confidential.

Key points:

Limited use: Voter and candidate information is used only for running ballots, never for marketing.

Transparency: Clients are responsible for informing individuals when their data is shared, ensuring compliance with privacy laws.

Rights: Individuals can access, correct, or restrict the use of their personal information.

Security: Infrastructure You Can Trust

Our Security Statement details the technical and organisational measures we employ. Highlights include:

SSL encryption for all communications.

24‑hour monitoring to detect unauthorised activity.

Daily, weekly, and monthly backups, encrypted and securely stored.

Least‑privilege access controls, ensuring staff only access data necessary for their role.

These measures are not static. We continually review and update our protocols to meet evolving client needs and industry standards.

Anonymity: The Cornerstone of Trust

Perhaps the most critical aspect of voting is anonymity. Our Anonymity Statement makes clear that ballot responses are anonymous by design.

How we achieve this:

Separate databases: Voter roll data and ballot responses are stored independently, ensuring preferences cannot be traced back to individuals.

Secure authentication: Even when voters use PINs or provide personal details, anonymity is preserved.

Non‑negotiable principle: We will not conduct a ballot unless anonymity is guaranteed.

For voters, this means confidence that their voice is heard without fear of identification. For clients, it means ballots are conducted with integrity and fairness.

What This Means for Clients

When you partner with GoVote, you’re not just choosing a voting provider—you’re choosing a security partner. Our ISO 27001 certification, penetration testing, and transparent policies ensure:

Audit‑ready processes for compliance and governance.

Reassurance for stakeholders that data is protected.

Confidence for voters that their anonymity is guaranteed.

Conclusion: Building Trust Through Security

At GoVote, we believe that secure systems are the foundation of democratic processes. By embedding ISO 27001 standards, conducting regular penetration testing, and upholding strict privacy, security, and anonymity commitments, we provide more than ballots—we provide trust.

For organisations, this means peace of mind. For voters, it means confidence. For us, it means living up to our responsibility as custodians of one of society’s most important processes.

Enterprise Agreement Approval

Negotiating changes to an enterprise agreement can be a lengthy process. When negotiations are done, the employees who are covered get an opportunity to vote on the proposed agreement. For an enterprise agreement to get the go ahead, a majority of employees (greater than 50% of those who voted) need to support the changes.

Most employers would be hoping to get an absolute majority of all employees covered by the agreement to support it. Things become more complicated when employee opinions are split down the middle, creating an opportunity for a ballot result to be challenged as part of the enterprise agreement approval process. This is something GoVote recently experienced.

A Close Result

Late last year, GoVote ran a ballot for the Commonwealth Government to determine whether or not the Commonwealth Members of Parliament Staff Enterprise Agreement 2016-2019 (the Agreement) would be accepted. This was a single enterprise agreement vote that was closely contested.

Employee participation in the ballot was 72.4% (quite high) with a total of 1,413 votes being cast. The preference distribution was 714 in favour (50.5%) and 699 against (49.5%). With a slim majority the Agreement was submitted to the Fair Work Commission.

A Union Challenge

The Community and Public Sector Union (CPSU) and the Australian Services Union (ASU) were both bargaining representatives for the Agreement. Both Unions challenged the result as part of the enterprise agreement approval process at the Fair Work Commission. Their argument was that:

Part of the the relevant pre-approval steps relating to the vote on the Agreement had not been adequately taken and therefore the result did not demonstrate that there was genuine agreement, submitting that some eligible employees were not provided with the relevant information during the ballot period and that the Applicant had failed to adequately explain the changes in the Agreement and the voting processes;

Some staff couldn’t vote on the Agreement because of difficulties with the voting system; and

The Agreement did not pass the Better Off Overall Test (BOOT).

Spoiler alert: the agreement was ultimately approved by the Fair Work Commission and you can read the detailed decision here. Here are three key takeaways from the experience.

Lesson #1: Document Everything

It might sound obvious, but this is critical. Detailed records of the bargaining and voting process need to be kept and they are key to being able to defend yourself. If voters claim to have had problems voting, you (or your voting provider) may need to answer questions about:

Individual voters: For example when and how did they receive voting instructions? If they had issues, who did they contact during the ballot period? When were they added to the voter roll and by whom?

All voters: Did the support activity suggest problems with ballot access? How many voters who asked for support were subsequently able to vote? What other issues were raised during the ballot period?

It pays to have this documentation sorted in advance. Without it, a close ballot result could unravel. If you are using an electronic voting method this sort of information should be readily available.

Lesson #2: Run a Smart Vote

You should remember a vote is a not a survey. People need to be able to trust the result and feel the process was run fairly. A smart vote means:

Independence

The votes are counted by an independent party.

Anonymity

Voter preferences remain anonymous (secret ballot).

Count Votes Afterward

Vote counting should only occur after all votes have been cast. GoVote frequently offers more than one voting option for each ballot (internet, telephone and / or SMS). Electronic voting also means votes can be lodged 24 hours a day, seven days a week from any location.

Bottom line, outsource the vote to a professional if you can afford it. They can manage all of the above. If you value your time, it is also likely to be cheaper for all but the smallest ballots.

As noted in the decision, some employees claimed not to be familiar with the term “CHRIS ID”, which led to some voters claiming they were unable to participate in the voting process. The key point here is that anything required to vote should be secret enough that it adds to security, but well known to the individual voter so as not to frustrate the voting process.

It’s a method of protecting voter privacy, and also of preventing a voter from being intimidated or coerced to vote in a certain way.

We’re often asked how we maintain voter anonymity in relation to our online, SMS and telephone voting services. These electronic forms of voting take the concepts most Australian’s are familiar with and adapt them to the digital environment.

A familiar secret ballot

The upcoming Federal election is in the news at the moment. On polling day all eligible voters will:

Get their name marked off the voter roll.

Be given a ballot paper to fill out and submit.

Votes remain anonymous because the voter authentication process and the ballot paper are kept separate, and because the ballot papers are mixed together in the ballot box. The way in which an electronic secret ballot works isn’t so different to this. GoVote software creates two electronic files, one in a voter roll database and the other in a ballot result database, to maintain this separation. Let’s walk through the process.

Electronic secret ballot overview

Identify

Voters must first authenticate themselves against the voter roll.
